You're suggesting guilt by design. What a way to start this off, and Tidus waits for an explanation, gets more than that. What's even a clause? Grammar? It's not until Roland continues to go on that Roland is referencing some particular type of jargon. Government jargon.

"So what, you want to come up with a plan if we don't like these ministry guys either? We'll need more time to think of that." More weaponry, more ideas. "But I figure a train that rides around in space and avoids these guys already has a few ways of doing that. Or if you think we need to write the least incriminating letter--"

It sounds flippant, but it's joking, clear by the way he expresses himself. Picking himself back up on his feet, he takes his arms behind his head and stretches in his back.
"What do you want to do? Talk about it here, or go somewhere more private? I can start a fire." Or, he takes a glance over Roland's shoulder. "What about your higgle-hoo friend?"
