It would also prevent a surge of them needlessly in one service area because something happened. Or if nothing else, having some dedicated to one location and some that can go to multiples if the need arises."

This would be something that Quatre would do if he were the one designing this setup. But he is not the person who did design this so his opinions might be completely moot.
