47 said nothing in response to her first question. It wasn't that he thought it cruel but that he simply did not deign to answer. He tried not to think about civilians. They tended to be obstacles for him and his job but ones he took care to avoid collateral damage against. He didn't always go out of his way to protect them, however. He simply did his best to go unseen and ascertain his actions didn't warrant unwanted attention and thus avoided innocents in his work as much as possible.
