It's not just a still imagine, either, since Madoka can very much see the witch start to move, tumbling through the sky, laughing in the most otherwordly way as more and more of the world seems to collapse around them with each movement.
But Madoka moves too. If not just because she doesn't have much of a choice. He has a hold on her, and so if he walks, she walks too, even if it's hard to do so while looking up at the sky - especially with all the rubble around.
She tries though. She tries to look away from it, instead looking ahead as they walk. Trying to keep up with her tiny, quick steps.

Madoka stops talking. And then stops walking. There are groans coming from some nearby ruined buildings.
