Sure, it's not like they're going to get through this entire situation with just hiding, but Madoka is following the other's pattern of thought too. If they hide, they can at least buy some time. Either to think of what to do, or to wait and see if anyone else might stop by to help them.
So she's already moving over towards the rubble, grabbing Romeo's hand while she does and dragging the boy along until they're both hiding behind the rubble.
