Yondu has enough experience to know, even if he still intrudes sometimes if he thinks the person needs it. Even he occasionally shrugs off the kind advances of someone else when they try to comfort him while he's upset. But he keeps his hands assigned to his cup rather than patting his heavy shoulders. There's a heavy burden on there as it is. "I wish that didn't feel as normal as it does. I wish it shocked me, an' wasn't just damn tragic."

After some thought he puts down his cup to light his own candle, but he doesn't say who this one is for right now. Just focuses on this other thought and how heavy a burden just failing to get there when someone is in danger. The worst kind of survivor's guilt.

"What was eventually done about it?" Probably involving more tragedy. That's the way these stories go.
