Regardless of whatever his personal feelings on the matter might be, he already knows one thing for sure: "That is never going to happen."
He doesn't even sound Determined, or anything like that. This isn't Inigo saying he'll stop the Ministry from doing that no matter what. (Though going that far is a little more iffy than just cooperating in the way Inigo has done so far, because he sure doesn't want the Ministry to - even accidentally - do anything that could ruin their shot at actually being able to go home.)
