Jingyi watches this situation evolve, his eye ridges almost giving the appearance of raising. He's not entirely sure what Inigo is doing, but it looks like managing to piss people off just by standing there and looking pretty.

Possibly pious, though he would look for different ear marks, and as a sort of heavenly being himself, not precisely understood in context.

It does give him an idea, and so the first thing he does is form a net around Inigo. Bait is one thing. Bait no one can quite touch is utterly maddening, and by protecting his friend from being immediately overrun, he's also letting the stream of refugees jump into their trap before springing it.

Because once he sees anyone start to turn away, once the flow of people towards them slowed, he formed a second, larger net around the compulsion suffering refugees. Contracting that one while expanding the one around Inigo creates a ring of captured, struggling people, albeit for that moment also leaves Inigo in the eye of the metaphorical storm.

... Him and the passed out refugee hogtied on the ground, at least.

"These people have way too much energy!"
