Having been used to following those in charge (mainly his teachers, Master Malleus, and Master Lilia), Sebek didn't think about what the chain of command would be on a mission. Especially if the people they are rescuing are insistent on being in control. (That's not how rescues work in stories? The rescuer makes the decision because they are rescuing.)
