He tries to meet Siebren's eyes, even if he has to tilt at a weird angle to do it. "It's done, and we're mostly intact. We stockpile, train, and prepare every month. That we're largely flying blind and still underfunded and outgunned and still live? We're defying the odds here."

"It's too big to be anyone's sole burden."
