It's very hard finding people who can help you when "scream about it everyone's heads" isn't an option to find the ones who aren't fully infiltrated. Especially since the only way to communicate with anyone is to use weird mouth things.

Of course if she could find the network, Rose could just fix the problem herself. INstead she has to dart away from Wash (so much harder when she can't teleport!) if she spots someone who might be familiar. "Hi! Is it weird?"

The good news is anyone who isn't an aware version of someone she knows probably won't understand that sort of babble and just look around for her parents anyway.
