The way her voice trails off is purely because Madoka is so surprised at him saying that so suddenly and frankly. Her cheeks might be colouring a little as she stares at him, but then she pulls her mind back together a little more - or at the very least enough to eagerly nod at him.
"I already considered you a friend, sir! You've always been so nice to me.. That's exactly what friends do, after all!"
(And the fact that she's been friendly with at least one of the other Wangjis before certainly helped her already think quite fondly of him in the first place.)
