He knows he probably can't break a Saiyan's skin, especially when it's in this form. But that arrow does have some force behind it, especially at the speed it's going, and he swoops it low and back upwards, speeding towards Vegeta's lower jaw to clunk into it the way that he'd used it to fight Ego's stone tentacles.
